Elmira Barakovna Bizhanova was born on February 13, 1982, in the village of Akrab, Kobda (Khobda) District, Aktobe Region.
In 2003, she graduated from K. Zhubanov Aktobe State University with a Bachelor’s degree in Computer Science. In 2017, she graduated from L. N. Gumilyov Eurasian National University with a degree in Computer Science and was awarded a Master’s degree in Pedagogical Sciences.
August 2003 – March 2004: Worked as an instructor of specialized disciplines at Aktobe College of Oil and Gas. From September 2005 to July 2006, she worked as a programming instructor at the College of Economics and Law.
February 2007 – January 2010: Worked at National Information Technologies JSC (NIT JSC), holding the positions of Lead Specialist and Chief Specialist in Division No. 4 for IT Units of Government Agencies, Budget Director of Group No. 3 for Analysis and Management of Government ICT Processes, and Consultant in the Consulting Services Group.

Born on April 11, 1992, in Almaty.
In 2017, he graduated from the Kazakh University of Economics, Finance and International Trade with a degree in Management, earning a Bachelor’s degree in Economics and Business. In 2018, he completed a Master’s degree in the same field at the same university.
September 2014 – July 2015: Served as Project Administrator at the Association “Leadership in Education Development.”
2017–2022: Worked at the Economic Research Institute JSC, where he successively held the positions of Expert at the Regulatory Environment Analysis Center, Senior Expert at the Center for Strategic Development (later the Center for Strategic Development and Sustainable Development and the World Economy Research Center), and subsequently Lead Expert at the World Economy Research Center.
March 2021 – May 2025: Head of the Data Analysis and Processing Division at the Közqaras Public Foundation (part-time).

In 2004, she graduated from the College of Economics and Law with a qualification in Tax Administration. In 2011, she graduated from Kokshe Academy with a degree in Finance.
September 2004 – August 2006: Worked as an Office Manager at the Boston-NS Anglo-American Language School and subsequently at the Progress Trading House.
August 2006 – November 2007: Worked at Bai-Zher LLP, holding the positions of Office Manager, Acting Chief Accountant, and Accountant. She also worked part-time as a Lead Specialist at Progress LLP.
August 2008 – April 2010: Worked at KAZAGROGARANT JSC, holding the positions of Senior Cotton Technologist, Accountant, and Manager in the Finance Department.
