Data management culture is a priority for any organization that possesses data and aims to use it efficiently. In our reality, where the volume of data increases every year, it is not enough to simply provide employees with tools and access to data sources — it is important that they learn how to handle, analyze, and use data effectively.
The Importance of Data Management
The main reason why building a sustainable corporate data management culture is becoming a top priority now is the growing importance of data for analysis and forecasting, as well as the use of data as an asset for making more informed business decisions, improving marketing campaigns, optimizing processes, and reducing costs. The absence of a data management culture not only reduces the efficiency of IT systems but also burdens storage systems, decreases performance, and limits the potential for launching business analytics.
Types of Data Management
Developing a data architecture is often the first step, especially in large organizations with significant amounts of data to manage. Data architecture provides a framework for data governance and the deployment of databases and other platforms, including specialized technologies for individual applications.
A data management system includes:
- data modeling, creating logical connections between data elements;
- data integration, which combines data from different sources for operational and analytical use;
- data governance, which establishes policies and procedures to ensure data consistency across the organization;
- data quality management aimed at correcting errors and inconsistencies in data;
- management of classifiers and reference data.

Data Literacy

To improve Data Literacy skills among the general population, including civil servants, the Bureau of National Statistics ASPiR RK has planned the launch of an open-access training program on working with data. The program will be available through an online educational platform in multiple languages. It is aimed at increasing statistical literacy and promoting a data-driven decision-making culture through practical and Kazakhstan-adapted case studies. The program will help increase demand for data among the public and government bodies, which in turn will improve the quality of decision-making. At the same time, the program will be tailored to varying levels of participant knowledge and needs — from basic beginners to advanced data analysts and data scientists. The basic course is intended to teach citizens, schoolchildren, and students the fundamental basics of statistics. Additionally, the availability of educational materials on online learning platforms will allow the target audience to continuously improve their understanding of statistics.

The “Qazdatathon” competition is a data project contest aimed at finding new approaches to solving socio-economic and methodological problems based on data, as well as promoting data management culture and data-driven decision making practices.
